HE提供商 and other 正在就英国政府提议的自2016/17年度开始实施的残障学生津贴（DSA）变更向英国利益相关方征询意见。
DSA是向残疾学生提供的助学金，用于支付他们因残疾直接导致的基本额外费用。 Currently, allowances, assessed on the basis of need, exist for specialist equipment, non-medical help, travel, 和 general 支持.
咨询征求意见 whether the source of support should be the HE providers or DSA but the government is clear about its intention, saying “DSAs should not be provided as the default position where a legal duty to provide 支持 lies elsewhere.” It seems that the government considers “there is scope for HE提供商 to go further to anticipate 和 meet the needs of their disabled students” 和 that 支持 delivered through DSA will focus on help that would otherwise not be provided (ie that it is not a reasonable adjustment for the HE provider to make).
- HE提供商 are to have primary responsibility for providing non-medical 支持, with DSA used only for specialist 支持 or by exception.
There is no mention of there being any additional funding for HE提供商 in connection with the provision of 支持 和 access arrangements for disabled students, though it is observed that many HEIs receive HEFCE funding which includes an element of the Student Opportunity Fund intended to help them recruit 和 支持 disabled students.
There is a noticeable push in the document towards the use of assistive technology 和 IT based solutions 和 支持 rather than human assistance. I’d also suggest that, at points, the document seems to miss the point that the disabled student needs the assistance or 支持 in order to “level the playing field”.
